Ngan Chamroeun, Deputy Head of the National Committee for Sub-National Democratic Development Secretariat (NCDDS), explains the advantages of piloting Performance Based Climate Resilient Grants in the context of the country's decentralization process. The LoCAL Programme aims to promote climate change resilient communities by increasing financing for and investment in Climate Change Adaptation (CCA) at the local level in least developed countries, thereby contributing to the achievement of the Millennium Development Goals (MDGs), particularly the specific goals of poverty reduction (MDG1) and environmental sustainability (MDG7). It does this by reinforcing local government financial delivery systems, with Performance Based Climate Resilient Grants.
